Elles auraient indiqu\u00e9 au pilote des r\u00e9servoirs pleins alo<\/span><span style=\"font-size: 14pt; line-height: 150%; font-family: Times;\" lang=\"FR\">rs qu&rsquo;ils \u00e9taient vides. Une jauge d&rsquo;un ATR-42 mont\u00e9e sur ATR-72 donne une quantit\u00e9 de fuel sup\u00e9rieure \u00e0 celle effective (pour une quantit\u00e9 = 0, elle donne 1800kg). <\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align: justify; line-height: 150%; direction: ltr; unicode-bidi: embed;\"><span style=\"font-size: 14pt; line-height: 150%; font-family: Times;\" lang=\"FR\">Arrivant \u00e0 cette derni\u00e8re ville et entamant le retour, l&rsquo;\u00e9quipage de l&rsquo;ATR-72 croyait avoir 3.000 litres de k\u00e9ros\u00e8ne dans ses r\u00e9servoirs au moment o\u00f9 l&rsquo;avion s&rsquo;est ravitaill\u00e9 et n&rsquo;a donc demand\u00e9 que 240 litres suppl\u00e9mentaires de carburant.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align: justify; line-height: 150%; direction: ltr; unicode-bidi: embed;\"><span style=\"font-size: 14pt; line-height: 150%; font-family: Times;\" lang=\"FR\">Faute d&rsquo;essence, les deux moteurs se sont arr\u00eat\u00e9s \u00e0 peu <\/span><span style=\"font-size: 14pt; line-height: 150%; font-family: Times;\" lang=\"FR\">pr\u00e8s en m\u00eame temps, emp\u00eachant l&rsquo;avion d&rsquo;atteindre l&rsquo;a\u00e9roport de Palerme pour un atterrissage d&rsquo;urgence et le for\u00e7ant \u00e0 un amerrissage devant les c\u00f4tes nord de la Sicile. <\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align: justify; line-height: 150%; direction: ltr; unicode-bidi: embed;\"><span style=\"font-size: 14pt; line-height: 150%; font-family: Times;\" lang=\"FR\">Bilan: 16 morts (14 italiens et 2 tunisiens) et 23 bless\u00e9s. Un miracle.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align: justify; line-height: 150%; direction: ltr; unicode-bidi: embed;\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-thumbnail wp-image-41\" title=\"Epave ATR-72 en mer\" src=\"http:\/\/jurisitetunisie.com\/blog\/wp-content\/uploads\/2009\/04\/epave-mer-002-150x150.jpg\" alt=\"Epave ATR-72 en mer\" width=\"150\" height=\"150\" \/><\/p>\n<p class=\"MsoNormal\" style=\"text-align: justify; line-height: 150%; direction: ltr; unicode-bidi: embed;\"><strong><em><span style=\"text-decoration: underline;\"><span style=\"font-size: 14pt; line-height: 150%; font-family: Times;\" lang=\"FR\">L&rsquo;enqu\u00eate:<\/span><\/span><\/em><\/strong><\/p>\n<p class=\"MsoNormal\" style=\"text-align: justify; line-height: 150%; direction: ltr; unicode-bidi: embed;\"><span style=\"font-size: 14pt; line-height: 150%; font-family: Times;\" lang=\"FR\">L&rsquo;enqu\u00eate ouverte par l&rsquo;agence italienne ANSV (l&rsquo;Agence nationale de S\u00e9curit\u00e9 des Vols) a conclu le 16\/1\/2009 aux r\u00e9sultats suivants:<\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align: justify; line-height: 150%; direction: ltr; unicode-bidi: embed;\"><span style=\"font-size: 14pt; line-height: 150%; font-family: Times;\" lang=\"FR\">La 1<sup>\u00e8re<\/sup> cause directe du crash est d\u00fbe \u00e0 une erreur de proc\u00e9dure de changement de jauge sur l&rsquo;avion accident\u00e9 commise par le personnel de maintenance.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align: justify; line-height: 150%; direction: ltr; unicode-bidi: embed;\"><span style=\"font-size: 14pt; line-height: 150%; font-family: Times;\" lang=\"FR\">D&rsquo;autres facteurs ont contribu\u00e9 \u00e0 la survenance de cet accident et dont notamment:<\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align: justify; line-height: 150%; direction: ltr; unicode-bidi: embed;\"><span style=\"font-size: 14pt; line-height: 150%;\" dir=\"rtl\" lang=\"AR-TN\"> <\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align: justify; line-height: 150%; direction: ltr; unicode-bidi: embed;\"><span style=\"font-size: 14pt; line-height: 150%; font-family: Times;\" lang=\"FR\">&#8211; Erreur commis par les m\u00e9caniciens et techniciens au sol dans la recherche et la juste individualisation de l&rsquo;indicateur du carburant appropri\u00e9<\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align: justify; line-height: 150%; direction: ltr; unicode-bidi: embed;\"><span style=\"font-size: 14pt; line-height: 150%; font-family: Times;\" lang=\"FR\">&#8211; Erreur de conduite commis par l&rsquo;\u00e9quipage qui n&rsquo;a pas respect\u00e9 la proc\u00e9dure op\u00e9rative, particuli\u00e8rement quant \u00e0 la v\u00e9rification du fuel pr\u00e9sent \u00e0 bord.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align: justify; line-height: 150%; direction: ltr; unicode-bidi: embed;\"><span style=\"font-size: 14pt; line-height: 150%; font-family: Times;\" lang=\"FR\">&#8211; Carence du contr\u00f4le effectu\u00e9 par les officies de la compagnie tuninter quant au respect de l&rsquo;\u00e9quipage du vol des proc\u00e9dures op\u00e9ratives<\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align: justify; line-height: 150%; direction: ltr; unicode-bidi: embed;\"><span style=\"font-size: 14pt; line-height: 150%; font-family: Times;\" lang=\"FR\">&#8211; D\u00e9faillance du syst\u00e8me du contr\u00f4le des op\u00e9rations de maintenance par la compagnie.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align: justify; line-height: 150%; direction: ltr; unicode-bidi: embed;\"><span style=\"font-size: 14pt; line-height: 150%; font-family: Times;\" lang=\"FR\">&#8211; D\u00e9faillance du syst\u00e8me de gestion des maintenances.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align: justify; line-height: 150%; direction: ltr; unicode-bidi: embed;\"><span style=\"font-size: 14pt; line-height: 150%; font-family: Times;\" lang=\"FR\">&#8211; Standards de manutention et d&rsquo;organisation \u00e0 bord insatisfaisants <\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align: justify; line-height: 150%; direction: ltr; unicode-bidi: embed;\"><span style=\"font-size: 14pt; line-height: 150%; font-family: Times;\" lang=\"FR\">&#8211; Caract\u00e9ristiques techniques des jauges (FQI) pr\u00eatant \u00e0 confusion et rendant possible le montage d&rsquo;une jauge ATR-42 sur une ATR-72<\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align: justify; line-height: 150%; direction: ltr; unicode-bidi: embed;\"><span style=\"font-size: 14pt; line-height: 150%; font-family: Times;\" lang=\"FR\"> <\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align: justify; line-height: 150%; direction: ltr; unicode-bidi: embed;\"><span style=\"font-size: 14pt; line-height: 150%; font-family: Times;\" lang=\"FR\">Comme on constate, l&rsquo;ANSV n&rsquo;a pas conclu \u00e0 une faute directe du pilote. Elle a plut\u00f4t mis l&rsquo;accent sur le syst\u00e8me de maintenance et sa gestion pratiqu\u00e9s par Tuninter et a fait allusion \u00e0 une possible responsabilit\u00e9 du Fabriquant de l&rsquo;avion rendant possible une telle erreur.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align: justify; line-height: 150%; direction: ltr; unicode-bidi: embed;\"><span style=\"font-size: 14pt; line-height: 150%; font-family: Times;\" lang=\"FR\"> <\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align: justify; line-height: 150%; direction: ltr; unicode-bidi: embed;\"><strong><em><span style=\"text-decoration: underline;\"><span style=\"font-size: 14pt; line-height: 150%; font-family: Times;\" lang=\"FR\">Le Jugement:<\/span><\/span><\/em><\/strong><\/p>\n<p class=\"MsoNormal\" style=\"text-align: justify; line-height: 150%; direction: ltr; unicode-bidi: embed;\"><span style=\"font-size: 14pt; line-height: 150%; font-family: Times;\" lang=\"FR\">Le tribunal de Palerme, en Italie, s&rsquo;est saisi d&rsquo;une action en justice dont on ignore la nature et les auteurs, et a rendu le 23\/3\/2009 son verdict condamnant Le pilote et le copilote de l&rsquo;ATR \u00e0 10 ans de prison. Le directeur g\u00e9n\u00e9ral du Tuninter et son directeur technique ont \u00e9t\u00e9 condamn\u00e9s \u00e0 9 ans tandis que deux responsables de la manutention et \u00e0 un m\u00e9canicien ont subi des peines de 8 ans. Seuls acquitt\u00e9s, 2 techniciens de manutention.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align: justify; line-height: 150%; direction: ltr; unicode-bidi: embed;\"><span style=\"font-size: 14pt; line-height: 150%; font-family: Times;\" lang=\"FR\">Ces condamnations n&rsquo;ont pas d\u00e9vi\u00e9 des options du parquet qui avait requis des peines de 8 \u00e0 12 ans de prison.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align: justify; line-height: 150%; direction: ltr; unicode-bidi: embed;\"><span style=\"font-size: 14pt; line-height: 150%; font-family: Times;\" lang=\"FR\"> <\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align: left; line-height: 150%; direction: ltr; unicode-bidi: embed;\"><strong><em><span style=\"text-decoration: underline;\"><span style=\"font-size: 14pt; line-height: 150%; font-family: Times;\" lang=\"FR\">Une certitude:<\/span><\/span><\/em><\/strong><\/p>\n<p class=\"MsoNormal\" style=\"margin-left: 39.75pt; text-align: left; text-indent: -18pt; line-height: 150%; direction: ltr; unicode-bidi: embed;\"><!--[if !supportLists]--><span style=\"font-size: 14pt; line-height: 150%; font-family: Times;\" lang=\"FR\"><span>1-<span style=\"font-family: &quot;Times New Roman&quot;; font-style: normal; font-variant: normal; font-weight: normal; font-size: 7pt; line-height: normal; font-size-adjust: none; font-stretch: normal; -x-system-font: none;\"> <\/span><\/span><\/span><!--[endif]--><span dir=\"ltr\"><span style=\"font-size: 14pt; line-height: 150%; font-family: Times;\" lang=\"FR\">Une ou plusieurs erreurs humaines ont \u00e9t\u00e9 commise. En effet, on \u00e9voque que le jugement s&rsquo;est bas\u00e9 entre autre sur 2 faits qu&rsquo;il a jug\u00e9 graves. En 1<sup>er<\/sup> lieu, il a consid\u00e9r\u00e9 anormal le fait que les pilotes ou le personnel navigant ne parle pas italien!!! En second lieu, il a \u00e9t\u00e9 reproch\u00e9 au pilote de se donner \u00e0 des rituels bizarres (il invoquait dieu et pronon\u00e7ait la chahada) au lieu de se concentrer sur son effort \u00e0 ramener l&rsquo;avion \u00e0 Palerme. <\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align: left; line-height: 150%; direction: ltr; unicode-bidi: embed;\"><span style=\"font-size: 14pt; line-height: 150%; font-family: Times;\" lang=\"FR\">Si l&rsquo;information est vraie, nous pensons s&rsquo;abstenir de tout commentaire au vu que tous les techniciens et sp\u00e9cialistes qui ont eu connaissance des \u00e9l\u00e9ments du crash ont conclu \u00e0 l&rsquo;impossibilit\u00e9 th\u00e9orique et pratique de ramener l&rsquo;avion \u00e0 terre et ont salu\u00e9 la bravoure du pilote.
